Pacific Health Resilience is the program that anchors the Hydor platform in the Pacific. It partners with the relevant territorial and state ministries and with Tripler Army Medical Center on a deployment scoped to the chronic disease burden that the territory carries.

The first deployment is in American Samoa. The reason is straightforward. American Samoa carries one of the highest chronic disease burdens in the world, the population is small enough to deploy in one phase, and the existing federal relationship makes the partner structure clean.
